Carver County is the fastest-growing county in Minnesota and is expected to grow by another 50% over the next 20 years. Carver County Commissioners have a significant impact on the quality of life of our families. Together, we can prepare for a future that honors our past.
What does a Carver County Commissioner do?
Carver County Commissioners govern county activities that include the adoption of the annual budget, passing ordinances, setting policy, and hiring and supervising the County Administrator. Approximately one-third of our property taxes fund the county budget to maintain the physical infrastructure of roads, parks, trails, and facilities, as well as the following services: CareerForce, Construction Projects & Studies, Elections, the Environmental Center, Income Support, Land Records & Vitals, Library, License & Service Centers, Mental Health Resources, Parks & Recreation, Property Information, Public Health, Public Safety, and Transit. The Board of Commissioners is broken into five districts; District 1 represents Chaska W3 & W4 and Chanhassen P5 & P6.

Why I'm running for Carver County Commissioner representing District 1

I believe that leadership is not just about what you do; it’s also about how you make decisions. It’s time for leaders to represent the people and to be held accountable. As a 20-year resident of Carver County, I care about our community and plan to serve by:
- Engaging the community and listening to the needs of our families to enhance their quality of life
- Creating partnerships to enhance the efficiency and effectiveness of county services
- Developing solutions that produce the best long-term outcomes for our residents
- Putting politics aside to get to the business of governing
- Ensuring the people of Carver County are at the center of decision-making

My Priorities
My highest priorities are to prepare for inevitable growth while honoring the rich history of Carver County. I will work to:

Shape Our Future
The landscape of our community is changing, and it’s time we prepare for the future. The Carver County Board needs to engage the community and partner with our cities and townships to:
- Assess the future needs of our community by actively tracking data, resident sentiment, and trends
- Create a plan to maintain the parks, trails, and lakes that enhance the health and wellness of our families
- Prepare a long-term plan for facilities, infrastructure, and housing needs
- Identify areas for automation to prepare for a shrinking workforce
Stabilize Taxes
Rapid growth puts a strain on resources, and rising taxes threaten the lifestyle of our families. Chaska and Chanhassen represent nearly half the population of Carver County and shoulder the heaviest tax burden. We need to partner with the business community and city leaders to:
- Examine how taxpayer dollars are being spent and prioritize needs
- Expand our tax base by developing economic growth opportunities
- Create a long-term budget for the next 10 – 20 years


Expand Mental Health Services
Mental health is often the tipping point for broken relationships, job loss, food insecurity, homelessness, and crime. The whole family struggles when someone suffers from mental health challenges. I believe we need to partner with healthcare professionals, non-profit organizations, schools, and public safety officers to:
- Rethink our approach to mental health services
- Enhance our services to families, schools, and organizations
- Create public/private partnerships to expand our impact
Carver County is the fastest growing county in the state of Minnesota and we need leadership who understand the changing needs of our community. As a mother, owner of a leadership development business and 13 year member of the ECC School Board, I offer a perspective that is currently not represented on the Carver County Board of Commission. I am passionate about serving this community, and will work to:
- Increase mental health services for children, youth, adults and families
- Expand our tax base by attracting businesses that will provide necessary jobs and services to our community
- Ensure Covid Relief funds are invested as they were intended, rather than keeping it in a rainy-day fund
- Collaborate with our cities to address housing, transportation and infrastructure needs and challenges as our county grows
- Ensure taxpayer dollars benefit the residents of Carver County
- Identify opportunities to automate Carver County Services to address the changing workforce and increased demand for services
- Create partnerships that support Career/Technical education programs to develop a stable workforce
- Support Law Enforcement to keep our communities safe
- Enhance our parks and recreational amenities that keep our community active and promote overall wellness
We need energetic, collaborative leaders to keep Carver County a great place to live, work, & play!

About Lisa Anderson
My family moved to Chaska in November of 2002. My sons, Dylan and Payton, spent their entire K-12 career in Eastern Carver County Schools. Now adults, they are both serving in the Minnesota National Guard, in addition to pursuing college and careers.
I began my tenure on the Eastern Carver County School Board in 2009, serving in various roles including vice-chair and chair. I also serve on the Southwest Metro Intermediate District Board, the Association of Metropolitan School Districts Board, and the Minnesota School Board Association Board. My service to these organizations has provided insight to the inner workings of government and how to collaborate effectively with fellow community leaders.

- Developed long-range facilities plan including funding and opening Carver Elementary, ECC Dome and Pool and land purchase for future elementary school.
- Creation and implementation of strategic plan that focuses on increasing academic achievement.
- Implemented pay for performance for teachers and 1:1 student to device ratio to support personalized learning curriculum
I am a leadership development consultant and spent 20 years at a Big 4 Consulting firm
helping leaders achieve their strategic goals. I bring people together, identify the root
cause of problems, develop and implement solutions then measure results.
I enjoy the many amenities that Carver County has to offer. You may see me at the golf course, on a bike path, walking my dog, at church, on the pickleball court, at the Chaska Curling Center, or at Life Time Chanhassen.
